If you have dynamic URL's but the URL's don't change per page and they do contain keywords (but also numbers) - is there still a strong recommendation to change to static URL's?

Does this depend on the trade off between having URL's re-directed using 301 re-directs (lower link juice?) and improving natural search rankings?

I've found static url structures are a lot better for SEO as well. Back in the day I had a blog that was using dynamic urls and then when I switched to a static url structure I noticed an uptick in search engine traffic.
